CONFIRE is a Joint Powers Authority and a separate public agency from the County of San Bernardino and the San Bernardino County Fire Protection District. Employees hired by CONFIRE are employees of CONFIRE.
Employee Benefits

Benefit Summaries by Employee Group

The summaries provide employee-group-specific information regarding healthcare
contributions, leave provisions, retirement, deferred compensation, insurance, and other

Health and Insurance Benefits
Medical, Dental, and Vision Coverage
Eligible employees may select from available medical, dental, and vision plans. Plan availability, premiums, employer contributions and employee costs depend on the employee’s benefit group and coverage elections.

Benefits Calculator
Candidates and employees can use the County’s Benefits Calculator to estimate medical and dental premium costs based on the plans and level of dependent coverage selected.
The calculator is an informational tool. Actual costs and contributions are governed by the employee’s applicable benefit summary and official plan documents.
Benefit Plan Documents
Detailed plan documents include Evidence of Coverage documents, benefit summaries, and other official materials for available medical, dental, and vision plans.
Life and Accidental Death and Dismemberment Insurance
Eligible employees may receive employer-paid basic life insurance and may have access to supplemental life and accidental death and dismemberment coverage. Eligibility and coverage amounts depend on the applicable employee group and governing agreement.
Retirement and Financial Benefits
SBCERA Retirement
Eligible CONFIRE employees participate in the San Bernardino County Employees’ Retirement Association. Employees and CONFIRE make retirement contributions in accordance with the applicable retirement tier, employee classification, and governing requirements.
Retirement formulas, contribution rates, and eligibility requirements may vary based on membership tier and hire date.
Deferred Compensation and Salary Savings
Eligible employees may participate in voluntary salary-savings and deferred-compensation programs designed to support long-term financial planning. Available programs may include a 457(b) Deferred Compensation Plan and other plans based on employee-group eligibility.
Flexible Spending and Dependent Care Accounts
Eligible employees may be able to set aside pre-tax funds for qualified healthcare and dependent-care expenses through a Flexible Spending Account or Dependent Care Assistance Plan.
The applicable plan documents and federal tax rules establish participation limits, eligible expenses, and enrollment requirements.
Leave and Employee Support
Paid Leave
Depending on employee group and eligibility, CONFIRE employees may receive:
- Vacation or paid time off
- Sick leave
- Paid holidays
- Bereavement leave
- Administrative leave
- Other negotiated or legally required leave
The applicable Memorandum of Understanding, compensation plan, and CONFIRE policy govern accrual rates, usage rules, cash-out provisions, and maximum balances.
Protected Leave and Disability Programs
Protected leave and disability resources are available to eligible employees who experience an illness or injury, welcome a child, care for a qualifying family member, or experience another covered event.
Employee Assistance Program
The Employee Assistance Program provides confidential counseling, work-life support, and other resources for employees and eligible family members. Available services may include counseling, legal and financial consultations, childcare and eldercare resources, and other support.
Employee Wellness
Eligible employees have access to wellness information, programs, and resources intended to support physical, emotional, and financial well-being.
Tuition and Student Loan Repayment
Certain employees may qualify for tuition reimbursement, student loan repayment, or other educational benefits under the applicable labor agreement or compensation plan.
Labor Agreements
CONFIRE publishes its current Memoranda of Understanding to provide employees, candidates, and members of the public with convenient access to the agreements governing represented employment.
Each MOU establishes employment terms for the classifications and employee groups it covers. These terms may include compensation, healthcare contributions, leave, retirement provisions, differentials, allowances, working conditions, and grievance procedures.

Any current amendments, side letters, salary schedules, or other documents affecting an agreement should be published with the applicable MOU.
